Serves as our President. He is a civil rights attorney and longtime civic, political, and nonprofit leader in Maryland
William served as Legislative Director and Chief Counsel for Congressman Jamie Raskin. In that role, he led Rep.
Raskin’s policy team and worked on many policy areas including small business development, he worked to ensure local small farmers and agribusinesses were supported, he led on preparing our infrastructure for climate change, and he drove work on transportation, including working with partners in the county and national capital region to win federal investments in Montgomery County transit systems
Some of William’s community-connected leadership experience includes his tenure as a longtime member, Land Use Chair, and Chair of the Upcounty Citizens Advisory Board; Chair of the Board of the Montgomery County Renters Alliance; member of the Blackrock Center for the Arts Board of Trustees; Member of the Community Recovery Advisory Group; Member of the Upcounty COVID Committee; Member of the Destination Germantown Workgroup, member of the Manna Food Center Advocacy Task Force.
Pamela Luckett
Pamela is Vice President of our board. She previously served as Membership Director.
Pamela is Deputy Chief of Staff in the office of Montgomery County Councilmember Evan Glass. In this capacity, she covers a diverse portfolio which includes Health and Human Services, affordable housing, renter protections, public safety, racial equity and homelessness and poverty.
Pamela is an elected member of the Montgomery County Democratic Central Committee (MCDCC), representing District 20. She also serves as a member of the Executive Committee of the MCDCC.
Pamela is a former Chair and current Executive Board member of the Montgomery County Community Action Board (CAB), the county’s official anti-poverty agency. As a member of the CAB, Pamela has helped develop anti-poverty strategies and advocated on the county, state and federal levels for Board priorities and led the CAB in creating the Community Advocacy Institute, a leadership and advocacy training program for low-income residents across Montgomery County.
Pamela is Social Action Chair for the Montgomery County Alumnae Chapter of Delta Sigma Theta Sorority, Inc.; a member of Leadership Montgomery Class of 2013; the Women’s Democratic Club of Montgomery County and Montgomery Women.
LAURIE-ANNE SAYLES
Former Gaithersburg Councilwoman Laurie-Anne Sayles made history in 2017 when she became the first African American elected to the Gaithersburg City Council.
She has over 15 years of experience in lawmaking, project management, community organizing, and strategic communications. In June 2021, for two nights, Sayles launched her campaign for County Council at-Large in Silver Spring and Gaithersburg, pledging to bring a S.M.A.R.T government agenda to the Montgomery County council.As the Democratic nominee for the Montgomery County Council At-Large seat, Sayles will make history again as the first Black woman to represent the County in an At-Large seat.
And secondly, geographically, she will be a solid vocal Up-County voice representing the County in an At-Large seat. Fmr. Councilwoman Sayles was a powerful force in the Maryland Municipal League and National League of Cities, serving in various leadership roles, including the NLC and MML Board of Directors, NLC Chair of the Community and Economic Development Committee, and the MMLs Legislative Affairs, recognized for her tireless efforts to advocate for fair and just bipartisan policies that safeguard and advance communities all over our country equitably.In 2018, the Daily Records Top 100 named Fmr. Councilwoman Sayles to their annual list of honorees and, in 2020, The National League of Cities (NLC) selected Sayles for its 2020 Leadership Award, presented by the Women in Municipal Government (WIMG) caucus, one of NLC’s five constituency groups. The award recognizes a local elected leader who has been instrumental in advocating for increased female representation in local government and serving as a role model for future female local leaders. Councilwoman Sayles is the past Vice Chair and current Board member of the Interfaith Partners for the Chesapeake, a board member of the Muddy Branch Alliance, and Political Affairs Committee Chair of the Black Ministers Conference of Montgomery County, providing strategic direction to faith leaders and communities on various issues.
Currently Fmr. Chair of the Montgomery County Women’s Equality Day Commemoration of the 100th anniversary of a Women’s right to vote. Sayles is a first-generation Jamaican American born and raised in Maryland. She is inspired daily by her community and daughter, a recent graduate of her alma mater, the University of Maryland-College Park.
ALICIA HANNON
Serves on our board as Membership Chair. She enjoys serving her community locally, nationally and internationally.Her favorite causes to support involve women in business, cross-cultural relationships and youth mentoring. Alicia serves as President of Montgomery County Business & Professional Women (BPW) and Vice President of BPW Maryland.
Alicia is also a Rotarian and serves as President-Elect for the city of Rockville, MD's Rotary Club. She is also a board member for Montgomery Sister Cities, and traveled with the Montgomery County delegation led by Montgomery County Councilmember Craig Rice to Ethiopia. Additionally, Alicia serves as Vice President for Make Smart Cool, a non-profit organization based in Capitol Heights, MD, whose mission is to revolutionize how young people think about education in addition to showing them ways to avoid dangerous pitfalls caused by a lack of education.​She previously served as Commissioner of the Cultural Arts Commission for the City of Rockville, MD, Treasurer of Montgomery County BPW, as Audit Chair of BPW Maryland
MARQUETTE ROGERS
Marquette is the ABD Political Director and a native of Washington DC, Mr. Rogers is a proud alumnus of the prestigious Duke Ellington School for Performing Arts (DESA) Where he studied classical voice, and has a Bachelors of Information Systems Management from University of Maryland Global Campus (UMGC). For the past 20 years Mr. Rogers has worked in the Information Technology sector in various technical and management roles; three of those years were spent working with the Executive Office of the President and White House during the 44th Presidency of Barack Obama.
Marquette is also the CEO of a Small Business Government Contracting company. He enjoys participating in advocacy for social justice, equity, neighborhood and voting rights issues. Has served as an At-Large Member on the Maryland Bicycle and Pedestrian Advisory Committee (MBPAC) 2020 -2022, Wheaton Hills Civic Association 2018-2020, serves as the President of the Maryland Association of Social Services Boards (MASSB) and Chair of the Montgomery County Board of Social Services since 2017. In addition, he serves as the Secretary of Montgomery County District 18 Democratic Caucus and Vice Precinct Chair of 13029.
